You can visit Prison Island via a blue glowing portal in the west part of Lotor's Castle. It has long been deserted, as all prisoners were set free or escaped. If you should be so lucky as to encounter a criminal NPC in the wilderness and are quick enough to dispatch him/her and chop off its head, this is where you go to turn it in to gain your bounty.
