Jarkam who resides in Whisperdale (location: 390, 3463), requires you to bring a note from him to the Dalvon Miner in Fort Eastwatch.
The easiest way to do this quest is to use the portals to Lotor's Summer Palace to travel from Whisperdale to Silvest. From Silvest, follow the road northeast to Fort Eastwatch. The Dalvon Miner can be found in the center of the fort (location: 1337, 1303).
The Miner is outraged that Jarkam will not buy his ore for a better price and insists that you kill 50 Kobold Miners.
